Stretching over 3,490 km the Oregon Trail was the route American settlers took from Independence, Missouri to the Willamette Valley in Oregon. When the first transcontinental railroad was completed this linked the east and west coasts by rail. Over 400,000 people traveled the trail between 1834 and 1869. Most people on the trail traveled in Prairie Schooners, covered wagons pulled by oxen, mules, and horses. The arduous journey could take as long as six months, and travelers were more likely to suffer from cholera than dysentery.

Event lasts from 14:00 UTC 4/20 until 14:00 UTC 4/30.

You cannot encourage players to upgrade their caravans & farms by only discount in cost!
Even if I would to upgrade mine I don't care about the discount due to already they have low cost!
If really you wanna encourage players you should think about reducing upgrade time...

Unfortunately all my citizens are quite busy elsewhere! Besides, I can't afford spending all that time to this stuff, I have more important things in my base that need upgrading

And reduce the number of citizens to 2 or even 1 across all ages. This game needs all the economy it can get but the cost benefit ratio once these upgrades hit 4 citizens and a week's time is far too punitive. Traps only take 1 citizen the entire game and they are far more valuable. However there are many of them so somebody realized that you can't increase their citizen cost. There are 16 farms and caravans. Why isn't there a similar calculation there?

In advanced stages 4 citizens are needed for a caravan or farm. Should be reduced to 2 citizens or 1 only. Otherwise the benefit isn't worth it.

I was also going to say forest again so soon? I'm sure some people like the event though I haven't met one yet. It's just my opinion only but is the cost of bulldozing a forest really what is stopping people from doing it? Unlikely. I don't even mind using the citizens but the fact that it's over 2 weeks to complete is ridiculous. If the time was reduced by 33% I would scorch the forest to the ground. I would go brazliian on that land and wax all those trees away. Undoubtedly there are some people that are taking advantage of the event and they are lucky but a majority of us have no use or at least no interest in the event. If it were something worth while like a time reduction I know people would use crowns for it. Isn't that what the game would want anyway?
