No, they are not different. One approach is to drop a single troop in on a farm to start the battle, then you can see how much they take when they raid it. That way you know it's farms, or mills.

u can't tell if resources in the mill since the mill have "full" animation . So that way u can deside if food is in theregion or in farm. Other good way is to determine if the user was active . ( if not active the farm should be fuller ) as of traps not reset , alot of u clear trees and such a think. But I will sugest go for the resources storage more then just for farms. If u farm for gold do you go for gold pile or storage ? U see what I mean . This is just my 2 cents .
yea i looked at my mills (markets are under construction), they do have more of that red stuff when i get more food in there. there're also different levels of "fullness" as well.
I have had raids where my target has about half the loot in farm and half in storage. I would imagine that it goes by what % of the total storage is full.
It could also go by how much of the loot is in a storage vs farms.
