upper limit for wall manuals appearance in rewards

like ‘recruit’ type rewards only appear in copper leagues rewards, wall manuals also need a limit on where they can appear.

on my alt i received a couple for sending out a general on an expedition from a lvl 9 dock. they shouldnt appear in anything higher than a lvl 5 dock.

on my main i was offered a couple from a dynasty 1 league boat. even if it offered a couple hundred manuals at once i wouldn't choose it

because its less useful to more advanced people. take ‘recruit’ cards for example, there is no reason there needs to be an upper limit for thise either, but there is, because its less useful for more advanced people. and wall manuals are even less useful than recruit cards
