WAR Bases order

Can anyone explain how bases are ordered in war?
What's the key to put sometimes a global 186 behind a industrial 180 and so on? I know that's something on defenses, but it is only about walls perhaps?

It's a combined calculation on your defensive and offensive strenght. Level or age has notting to do with that I believe.

Generals seem to have an oversized effect on things. I'm a 251 CWA with probably 90% maxed offense, discounting previously useless factory troops like machineguns, and mrl's, saboteurs(those two are still useless, imo), transports and bombers, maxed walls and around 70% maxed defense(missing garrisons, mortars, redoubts, sniper towers). I'm always ranked below a 240 atomic with mixed industrial/global defenses. The difference being my main generals are 35, 27, 22 while his are 50, 41, 40. I assume the game assigns an offensive and defensive weight to generals and that's why they influence war weight so much.
