Here are a list of possible work arounds Nexon could implement before Cold War Age and the potential fiasco for those players wrt wars. A minor problem could get into a major one and get out of hands...
i) NTGs past your storehouse limit goes in your inventory. - Effect: Major
ii) The random NTG granted is one that you have not maxed in your storehouse - Effect: Minor
iii) Marco Polo offering 1 to 1 trade for any NTGs - Effect: Medium
iv) Coalitions no longer requiring SPECIFIC coalitions. Just something like lvl4 coalitions - 12 NTGs, Lvl5 coalitions - 14 NTGs etc - Effect: Medium to Major
v) Ability to choose level of coalitions - Effect: Medium
vi) Winning wars giving back 50% of NTGs used in purchasing coalitions (or 25%) which goes in inventory.
vii) Docks and daily battle bonus giving NTGs consistently. Higher medals 4+NTGs of choice/NTGs lacking in player storehouse - Effect: Major
All I can think of and most would not be so hard to implement.
