What is with TC howitzers spinning around in circles instead of shooting things?

It's good to have war replays back, hopefully enough data will be gathered in this beta for you to implement them permanently in a timely fashion.

After watching numerous replays I have noticed a distressing tendency for spawned TC howitzers to ineffectually spin around at 45-90 degree angles repeatedly rather than shoot at things or move anywhere.

This of course makes them easy targets for attacking troops. My guess is this has something to do with the fun AI quirk of units being in range to attack something but mysteriously deciding to back up and attack from a different angle. This behavior is bad enough with stationary targets on offense but outright vexing when it occurs with a bunch of moving targets on defense. Especially when a single shot anywhere could do massive damage to clustered attackers.

Do we know that this is an AI bug and not a replay bug? Although I love the replays in general, I have seen some that were wildly inaccurate.

Seeing that none of the troops within range of the howitzer seem to get killed i think it's an AI bug. Many times have I seen units take an extra second to move to a different spot even though they're clearly in range. I think this has something to do with that. So I guess the ultimate question is: Why does the AI do that?
