Yes, as Manifesto said, it has been that way since they were released. It's by design.
It's a factor to take into consideration when choosing wonders and attacking the bases with such wonders.
If only! If you replace a wonder you lose its benefits.
But if a wonder on your base is destroyed during an attack, depending on the wonder, some benefits will remain.
eg: Versailles will still slow troops within its area if destroyed; Angkor Wat WON'T heal your troops if destroyed.
Versailles has much lower range than the Angkor Wat, so it makes sence. Versailles works as a giant trap visible for your troops. If it's effect would disappear after destruction then it would be completely useless.
With Versailles the decision was probably a technical one as it also has the bonus of adding +10% health to your troops. So it was probably easier to leave its perks active regardless of the building being destroyed than programming the perks to act differently.

this. all stats are creating at the beginning of the fight. while active wonders like healing are calculated during the fight. blame it on lazy developers ^^
