It's quite possible that in the future they might release newer air units that get unlocked at higher levels of the air strip (just like how things went with the second factory). But, for now, yes, upgrading the second air strip beyond level 3 doesn't provide additional benefits.

Agree with the advice given above to help you with the immediate recovery of having to get the resources for your upgrades. If you would like to keep things simple, and would like to prepare for the long haul, focus on just upgrading your Heavy Tanks and completing the associated library...

As far as I can remember, troops trained from event buildings cannot be donated for normal requests, war base regular donations, or, war base Stronghold donations.
