Sorry if this question has already been asked; but can someone tell me if the rocket arsenal will be affected by Saladin's 'Hold the Gates' cap-stone? The Hold the Gates comment refers to stables and garrisons specifically, does this intentionally exclude bunkers and the arsenal??

Can anyone tell me, does cancelling research at the library refund resources (in the same way cancelling currently training troops at the barracks does)? I stupidly set an upgrade to improve me Gatling guns instead of increasing my aircraft health by 10%.... whoops
