I wonder if it might be a good idea to introduce an 'instant upgrade tactic'. A very rare, winnable and one use only tactic that can be used to instantly upgrade one building or a specific building at 0 cost to resources, crowns, time or workers. These tactics should not be something that would be purchasable - this is already possible through crown usage - but something that a player wins on rare occasions or during special events; or even exchangeable at the embassy for a large number of NTGs.
This might help appease players who complain about paying to win and/or long upgrade times.
