A bug with the new Balancing Update

Hi! I paid for the 1-time upgrade to my riflemen, that gave me a one-time use of an extra 20 in a battle. When the Balancing Upgrade took effect, the extra 20 disappeared from my tabs along the bottom. Has anyone else noticed this?
