I agree totally its hard to pull off 50vs50. I would suggest raising limit might help.
Maybe another way would allow alliance to pull players for war that are in their sister alliances. Most bigger groups have 2 or more alliances in their family group.
Basically
Team Elite has 20vs20 war but has 10 players not used
Team Pro has 15vs15 war has 2 player not used
Team Killer wants 50vs50 has 40 ready needs 10 the leaders can pull for war only from other teams in their family .
This would increase 50vs50 wars and keep benched players in wars. Just idea not sure if can work or not be abused.
