Allow selection of defending generals

As title suggests, allow the selection of defending generals, this can be done similar to the drone command UI. Bonus points if the Pentagon and Unisphere (for coalition troop selection) is reworked this way as well.

What I do is, the generals that I want to defend my warbase I max out, while the other I generals keep 1 level lower, so the game will automatically choose the highest level generals for defense. Hope this works for you!

Thanks, but we're not asking for a kludge, but the ability to choose if the maximum levels have already been reached.
