Anybody else not receiving troop upgrades even though research completes?

As the title asks, has anyone else not gotten credit for a troop upgrade in the blacksmith shop? I researched Hoplite to Phalanx earlier today and watched the research complete. I do not have the Phalanx troop in my barracks or even available to train, only Hoplite. Has anyone else experienced this or something similar? I sent an in-game message to customer service - is this the proper channel for contact on this issue? Is there a resolution other than me eating the gold and time lost?

Anybody? A little help/response from a mod would be nice. I have spent real money in this game but refuse to do so again without some acknowledgment from a mod or game maker. I keep reading about cheaters and bugs and other issues and am questioning whether or not I'll continue to play this game or any others associated with nexon if issues cannot be addressed or resolved in a timely manner.
