Atomic Wall miners vs Atomic Walls

Just a quick question... I know that most bonuses go to the base value and not to the value after research etc...
But I seem to confuse myself with the math on wall miners vs walls.

Will a single maxed out Atomic wall miner with maxed out Aztec coalition break an Atomic white wall with max Saladin and max Indian coalition?
In my very quick calculation (since I didn't take library research into account) the wall miner comes up a little short...

What is the base value of the barrack troops and walls excluding library research?

Walls hp (Atomic: 35000 hp) can be enhanced by:
Lib: Rampants ch2 (10%)
Uni: Saladin W&G hp (max. 30%)
Coalition: Indians (max 30% at lvl6)

Max hp: 59500 hp (=35000 x 1.7)

Wall breaker dps agains walls (Atomic: 34200 dps) can be enhanced by:
Lib: Ballistics ch4 (20%)
Lib: Standing Army ch4 (10%)
Coalition: Aztecs (max 30% at lvl6)

Max hp: 54720 hp (=34200 x 1.6)

Well it's uni that makes the difference here, maybe there will be a wall miner research in the future to counter that.

Are you sure that the percentage is cumulative and not multiplicative?

Almost all multiplicative effects were removed when the French training blessing change was introduced. I think the German 15% bonus is, but not much else. University is cumulative for sure.
