attacking other villages

I was wondering how a level 49 in the gunpowder age can attack someone in the enlightenment age. If i had access to gunpowder i would understand but i dont. Someone in another age shouldn't be able to attack someone in a lower age because that's considered going back in time. Please look into this matter.

You are matched by medal count not base lvl

Medal count yes i understand but if i get attcked by gunpowder age than i should access to gunpowder. But i cant get gunpowder until i go up 2 ages. Its not right or fair for someone with gunpowder to attack someone with swords and bow and arrows.
