If an upgrades is less than 5 minutes away from completion, it can be rushed for free, right?
But why that rule doesn't apply to the university's research? I remember when the university just got launched, I can rush my research, just like the tech at the library. But since the 4.6 update, that feature is turned off. I hope a fix is on the card in the next update.
