Here's a checklist I might recommend, in no particular order (others might have alternate suggestions). If you have checked off all of them, moving to GBA might be a really good idea.
With these, you would have maxed out most of you vital offensive capabilities, and key defensive upgrades, along with your storage buildings.
- 3 barracks
- Armoury
- Troop upgrades to tanks, artillery, supply trucks, riflemen, and any other additional troop you might use
- War academy
- Mercenary camp
- Alliance gate
- Air strip
- Your most used and preferred war tactics
- Stables to Auto Plant
- Cannon towers to anti tank guns
- At least 1 garrison
- Library
- "Aviation" chapters at the library
- If you use Heavy Tanks, then, "Heavy Weaponry" library chapters
- Built bunkers
- Mills, markets, refinery, store house

I am level 151, and in doubt if keep upgrading stuff prior to go to Global or stop upgrading and go to Global era.
What are your thoughs about it? What´s the Pros and Cons?

And, as an afterthought, I realized I missed a few items:

- Factory (if you use Heavy Tanks)
- Heavy Tank upgrade (if you use Heavy Tanks)
- Embassy - might be a good idea to check with each player's alliance if they have recommendations on the embassy and the upgrade of coalitions
I think you'll find that you miss those EA bases less than you think. Most EA bases have little or no oil anyway. And oil becomes more and more important.
Once you're global you might miss those easy EA bases but if you keep your medals low-ish you get newly minted IA bases with good loot - yummy!!!I dont agree
around 1000-1200 medals its pretty easy to gain 20k in a raiding hour (or 20k during here or there attacks with usual army)
but its tru that global and ia bases has more than that,otoh its harder to not loose troops
