I just read the notes for CWA, and had an idea. As it stands, aside from faster training time for factory troops, there is absolutely no reason to upgrade the 2nd factory. And with it costing so much oil, it's a silly upgrade to concentrate on. In fact, even building it would be pointless if it wasn't for Resistance library research. Moreover, the way it is designed, this 2nd building has 2 annoying mechanics of "all or nothing" (requiring player to have it at the same level as the other factory to see any real benefit - otherwise you're better off just leaving it at level 1) and "downgrading from other upgrades" (every time you research a new level for a unit, you stop being able to train it at the factory of weaker level). As a result, majority of the player base has a level 7 and a level 1 factory (if at all).
I suggest the following changes:
- make 2nd factory be able to train all troops the highest level factory can train from day 1 (to remove the "downgrading from other upgrades" mechanic)
- change the benefit of 2nd factory such that each level adds a small boost to your factory troops instead (to give us a point to upgrade it and remove the "all or nothing mechanic")
- to balance out the large benefit gained from building a 2nd factory initially (halving factory troop train time), increase the cost to build a 2nd factory initially (but just for level 1, similar to houses)
This would make it a much more useful building that players would actually be upgrading.
