Look at the picture... I count:

5 Barracks
2 Town Centers
2 Storehouses
2 Blacksmiths
2 Mercenary Camps

I'm not 100% certain, but I think he exceeds the max on a few of those.

Wonder if staff have dealt with it yet?

I really hope cheaters are dealt with quickly and harshly in this game as they can easily destroy a game like this with their crap.

I hate cheaters and dont understand the fun in cheating.

Its definitely a very disturbed person tho that will actually go out of their way and spend time with the simple goal of ruining other peoples fun.

People who get their fun out of ruining other peoples fun are sick and should seek professional help before their sick mind progresses into worse acts.

Anyways lol, thats about where I stand on cheaters.
