is it me or has Decoy lost its attraction for enemy defenders/ tanks etc. Have they reduced the area where it is effective?

yep totally useless now. The HP needs to be buffed 200% for it to be remotely useful again

I found a nice use for it in wars. Use it to spring traps in known killzone areas :-D

As it can now be placed anywhere that's what I'm doing with it because I can tell u I just hate bases that there is no good way to their tc but through a bunch of traps. Now I can stick a decoy there spring traps shoot down ambush trap defenders and rally on TC much better then losing alot of troops

I preferred the old way but if this is the only way to use it..then I will try it out

It's not the only way but I find it the best way for my strategy. I also tested it this morning on a base that had a great setup with the acropolis. All Their stuff started spawning placed a decoy right in the middle and used my planes to take them out quick. It just takes some strategy now instead of placing anywhere on the outside

People are only complaining about the ''nerf'' because it was ridiculously overpowered to begin with. Now it can form a part of your ''overall'' strategy and not be relied on as a 'set n forget' tactic.
