Defensive builds on war day

Can anyone quickly settle a discussion we're having.

Do defensive builds count for world wars?

Yes. They keep the lv they had bf u started the upgrade.
unless it is a new building. Then it get lv1 in war - even if not finished

is it true upgrading bunkers don't work?

I'm curious about the bunkers as well. I think I've heard they don't work, but for some reason I feel like they actually do, but just at the pre-upgrading level (I could be entirely wrong though)

I've been in war while bunkers were upgrading. Before upgrading, the bunkers were filled up with oil. On war day, the lights in the bunkers were off. I'd take that to assume HT's won't deploy in war while the bunkers are upgrading.,
