XP and world war

On the website of DomiNations, it says "xp and levels count for world war".
But positions in a war are based on xp in defensive buildings.

If we gain a lot of XP with non-defensive buildings, will it add weight in world war, or not ?

I could see on the forum, in other discussions, that everything was taken into account, including unbuilt buildings.

So I understand that it's just the ranking on the defensive line which is made based on the defense xp.

On the other hand, conversations about bonus limitations remained ambiguous to me.
The ceiling number 85, is only valid on negative bonus values? Only when it comes to defense?

Or on defense and attack bonuses, positive and negative values?
