This is the first time i am seeing this. My bonuses are the same per age no matter what. They only change in WW due to a perk.
Maybe clearing cache and uninstalling-reinstalling will help?

The listed domination bonus is different for the same base depending on whether you scout it directly or using the arrow to navigate to it while in scouting mode.
