I'm fairly certain the answer is yes, although I've not thought about it for a long time and care less and less about details like this.
There's also debate on which troop tactic card troop it affects (e.g., if a troop tactic card includes food cost then it means something versus not, or something of this nature). Or debate on what is affected on defense versus offense. Users make guesses and pass/lose/confuse this knowledge between each other.
In any case, I think Museum knowledge transfer is similar to how Library/University affects donated troops. For example, donate a maxed awesome Heavy Tank to someone who does not have Splash damage researched then the receiver will have a heavy tank without Splash damage. University/Library tech does not get transferred (aside from reduced troop size) and the same applies to Museum. Probably.
