does 'elephant stable' work without merc camp, and do event buildings scale?

two event building questions .... should be obvious but our group is collectively wondering.

does the 'elephant stable' still function if the mercenary camp is upgrading?
how does it work when it extends mercenary capacity by one ... without a mercenary camp?

also, do event buildings upgrade to the age you are in, even if you recieved them in an older age?
i.e. does an 'elephant stable' or 'ludus maximus' or whatever scale to when it's placed, or when it's aquired?

You need to have merc camp available in order to recruit from the elephant stable.
as far buildings aging with you, buildings i claimed in enlightenment were level 1and still say level 1 in indu. I would try to compare the stats with someone. I still have every building including bazooka tower.

To answer the original question , I had nato hangar and my airstrip was upgrading . So I did have 5 airstrip capacity and could train 5 flying boxcars. Nor regular fighters , bombers though .
So in mercy camp case you will be able to train 7 siege elephants , and no regular mercs.

This is a pertinent question whether the age of the event buildings' troops depends on when they are acquired or when they are placed. Event cards are certainly locked when they are acquired, not used. For example, my elephant archer cards which I got ages ago are still level 5, while the ones received from the current event are level 6, so I have two entries for elephant archers in my stronghold.

At this point, when you earn things from events (such as Troop Tactics, Buildings, and Blessings), their level matches the age you are when you receive them. So, as you pointed out you will wind up with different level troops or buildings.

When earning Troop Tactics from say - the Dock, those troop levels are currently determined by the level of your Dock.
