Does library research Banners Ch5 +15 seconds to Quick Victory count to wars?

Does library research Banners Ch5 which is +15 seconds to Quick Victory count to wars?

Why would it not count for wars? If every other research applies then the +15 would too.

im interested in this question as well... I have the tech and will see in war this weekend but will be hard to tell as I will try to QV in first minute... are you sure that other tech's apply in war? I remember getting confused when world war first started cause I thought I had more time for QV than I did...

Judging after Banners research ch 3 and 4, that gives you 30 extra secs also in war, then all library techs apply.
