the barracks have the expertise boosts but should the factory offer bonus in troop space?
so the level 1 factory will give only 5 more troop space and each level upgrade gives you more spaces of troops cause 5 a level is a bit much after seeing how many level upgrades there are.
or it could stop increasing capacity like the barracks and have an expertise bonus like them called mechanized or something.
