Food shipments when building an additional mill

When I built a 4th mill I am only able to buy tiny food shipments (2 metal required) instead of the largest food shipment (9 metal required) from all my mills. Even my level 11 ones. Maybe it's a bug, but now food shipments are not worth my time at all and I do not want to spend the time to upgrade my new mill just for food shipments. It feelsl ike I'm being punished for building an additional mill. Food and gold shipments should be based on individual markets/ mills. Please change

When were food or gold shipments ever worth your time? I've been playing nearly four years and had forgotten about those laughably overpriced mill and market options.
