the most time efficient way to get artifacts seems to be sniping the highest town-center you can.
i snipe CWA town centers for 31 artifacts, and as french nation with blessing i can rebuild even 10 tanks quickly enough to make that efficient.
problem? not as fun as actually attacking... (and it wastes a weapons blessing)
better and much more fun ... 5* a base.
it's 80 artifacts for a CWA base, but that's almost never a good idea. you'll lose your fighters.
49 artifacts for an AA base, and i can take many of them. but still, sometimes it's a lot of "next-game" pushing to get one given the rebalance.
artifact-harvest mode would be more fun without the efficiency of sniping the CWA town centers.
perhaps artifacts should only be given for 3+* attacks.
