Because it’s much more profitable to make a new premium troop to sell than a new nation.

I don't understand it, did you ask why there was no Americans as civilization?

Americans are available as coalitions troops. So are Russians. Both are actually great nations to consider as new civilizations. Devs had made a huge mistake by providing them as coalitions only. And it will be hard to design new nations, in this case Americans and/or Russians, without changing their coalitions stats.

Because those nations are too young. The nation's you can choose go back to the Iron age so any new civil have to be at least that old

Both America and Russia are old civilisations, why wouldn't they have Iron age history?
Are you thinking of America from only 600 years ago? What about the native Indians?

They could indeed add some more nations using revolutions only. E.g. once reached the age that represents approx 1500 you could become US (although, historically, that‘s not really correct). Shouldn‘t be a big deal to balance new nations into the game...

Because that isn't what is being represented by America or Russia, even games like civilization and rise of Nations know that "America" and the first Nations people are so different as to be separate civilizations. Regardless, they are coalitions which kinda negates the chance of them being civs for full play. Also pre-communist and post-communist Russia are so different they may as well be two entirely different civilizations.

Rome and Italy are different, yet they got a spot in the game. What’s the problem? Holy Roman Empire and Germany are two different civilizations. England and United Kingdom are yet again two very different civilizations. What’s the problem? Answer: none. There’s no good reason why America and Russia (and Spain) aren’t in the game.

Wow. This is a WarGame. Why anyone would want to add peacefull Nations like USA or Russia to it??? :)
Now Fun beside... Ever one konsiders the Impact of Russian/USA rivaliery in the Game? Would be a fun Killer.
