How do people cheat?

I constantly run into bases that are fully being upgraded all at once. I use to complain to customer service and yet the cheating has become even more rampant. So since BHG will not stop it, can someone tell me how these people actually do the cheat? Is this only available to hackers? Is there a web site that shows the steps to this cheat? How can so meant people be cheating all at once? What is the secret?

It appears that the technique, in practice, involves a highly specific strategy of doing it as blatantly as possible over several months and without much worry of punishment at all.

I'd propose to NEXON not to ban cheaters. Just have them suffer -100% DPS and -100% hitpoints for all defensive units and structures when being attacked and -100% DPS, speed and hitpoints for all troops and tactics when attacking others!!! This could apply for as long as their severity of their actions suggests
