How is the alliance medal count calculated?

Probably a dumb question with an obvious answer, but hey... I flunked math . What's the formula? Thanks.

Ranks 1-10 count 1/2 of their medals
Ranks 11-20 count 1/4 of their medals
Ranks 21-30 count 1/8 of their medals
Ranks 31-40 count 1/16 of their medals
Ranks 41-50 count 1/32 of their medals
