Get 10+ members and start participating in world wars.
Win world wars and earn Glory points.
Earn enough Glory and members will start to flood in.

It's a struggle at first, but after you accumulate a certain amount of Glory, members will literally come trickling in non-stop. Like 20-25 new members in one day fast.
