I think there is a bug in troop donation .

A friend has several accounts and he "self-donates troops", only in one account would he not be receiving his troops.
I mean it's happening but not for everyone.

I think the disappearing troops happen to everyone sometimes.
From personal experience: if you are offline or watching videos or fighting during the donation, this happens more often than if you wait patiently in your city. Not always and not equally often, but these are factors that probably contribute to the bug.
