If troops are not lost in battle but a tactic was used, the re-recruitment window does not appear immediately after battle. You have to either use the "Re-recruitment" button, or manually re-learn tactics at the Military Academy. The complexity is not great, but the “feature” is there.

The same way if you lose 1 troop - or do a single medal drop - the retrain window doesn't appear. (at least for me).
Been happening for some time now.
