They are cheaters but BHG/NEXON needs several reports against someone to take an action against it !
Ridiculous rule !

It’s a pretty cool list, although my alliance is listed as red and suspicious despite having no members in red or anyone over 200 that didn’t start years ago, so there might be some issues with it . I really like it though

Yes, it IS possible to reach level 200+ in less than a year...I did it. I did it by putting in a lot of game hours, every day, but also by spending a ton of money. (I don't think it's possible without the latter).
