Is the victory chest and league dock bonus the same?

Are both the victory chest and league dock bonus the same random assortment of items which is based on the league you are currently in? Or are items different between the two bonuses?

They are both based on the league.

They are the same random assortment, the level can vary a little bit between the two even in the same league or exact medal range (global cards from one vs industrial from the other, etc).

there are little differences in the assortment as well. like stag lure will show up in league boat but not victory chest
