Leader should be always be able to donate to war bases

The leader of an alliance should always be able to donate to war bases, irrespective of whether they are participating in the war or not. They should also be able to view what troops are in each war base. Please add this feature. Would simplify war base donations.

So an Atomic Age player can form an alliance with industrial age players, leave himself out of war so the alliance is marched with another alliance with mostly industrial, and then fill town centers with Field Howitzers. Hmm. Sandbagging 2.0

Leaving yourself out of a war is not sandbagging, imo. So what if the war bases have field howitzers? They will have FH anyways in every war. Its mostly for convenience of donations.
