I think it used to be 400 rubies for a pathetic chest, now its 300.

You're right, we should be happy to trade 300 rubies for 2 trade goods (because the chest will ALWAYS yield the trade goods)! I seriously think that Marco Polo needs to study Accounting and Economics. Perhaps then he'd understand the reason why we feel like this

The troop chest for 400 rubies was not pathetic. 6x troop cards, one of them being armored cars that are one of the best stronghold defenders, and 2x training and tactics blessings, pretty good offer for a free player.
This over here is a 25% decrease in cost for 98% decrease in quality.
But okay there is still space in alliance gate & command post to save up rubies for the (eventual) troop chest return.

Marco has probably been stingy with troops lately due to the Gift Workshop glitch from last month. Some lucky souls got dozens if not hundreds of free CWA troop cards.

So rather than fix that issue, they decided to lower the amount of free troops in the game for awhile. Which, in typical BHG problem-solving fashion, just means those troops gotten from the glitch become that much more valuable.

Idk why you're complaining about Marco & troops cards!
This is very obvious actually it was....
Its a simple politic.... it's same an addiction!
when you want to create a need... you offer plenty ot that in free, when people got habit with it, then gradually you making it less available (with poorer quality)... and finally you stop offering it in free... then people have to buy it...

​​​​​Thats why every week troops cards are less available from victory chest, league boat and Marco...
And soon they'll stop them completely from all of them and then ONLY you are able to buy them!
