Negation of additional houses

Hello,
How is it with negation of additional houses? As I saw, starter pack house 1 is negated in industrial age and starter pack house 2 is negated in atomic age.
My question is about this special estate house for 3 workers. Is it going to be negated as well or it is permanent advantage?
Another question is about price of the house? Is it based on the player actual historical age? Are there any difference in price based on geographical point of view?
For example in global age it shows me price 1399,99 CZK (czech crowns) which is about 52 EUR / 56 USD

I don't think it will be available for free, maybe they will add starter pack 3? Dunno maybe not so they force players who want extra citizens to buy estate
