No peace treaty?

I was attacked and defeated 100% and no peace treaty? And a few days ago I was attacked back to back and they defeated me 60+ % both times and didn't get a treaty as well!

There is a fairly lengthy discussion of this issue if you look back through the bugs and known issue forum. You might find it interesting. A lot of people seem to have had the problem. If you haven't done so already, I would make sure to submit a support ticket.
