Second factory

Can something be done to make the second factory relevant? Besides making training of factory troops faster, there is absolutely no reason to ungrade the second factory beyond L7. No new troops unlocked, no larger army size, no modifiers for troops. Maybe something as simple as a 1% factory troop dmg/GP/movement speed would do it. Rotate between the 3. Then with both factories upgraded you would have at L15, 6% more dmg, 6% more hp, and 4% faster troops?

I am trying to figure out why people would spend millions of oil and roughly 5 months for 4 citizens to upgrade the second factory.
