Secret Industrial Age unit?

If you look back to in a teaser picture for the Industrial Age, hidden in the center was an armored car. But for those that reached the insultrial age, the vehicles they have are tanks, motorbikes, artillery, medical cars, planes and zeppelins. Was this a scrapped unit? Was it planned to be a infantry killer?
