should the tactical heli be an airstrip troop not a factory one?

idk why but i think it would help people use it more. since it deploys troop space and heals them.

it could be 1 or 2 space.

Air spaces are critical, and the troop is no where near as effective as any of the current air troopers. They all also work on a cooldown type of attack. The helicopter would never be used
