They said it was a troop tactic, and not something we could build in any of our buildings (barracks / factory). They may have assigned it space in case they let us build it from an event building later. But it won't be a part of your daily play army.

Every troop tactic or extra is assigned a troop space. Most troop tactic cards are worth approximately 40 spaces. For example, 4 extras of shooters will give you about 160 shooters extra.
