Let's also limit the number of planes of one type you can bring. At least one non fighter required.
And while we are at it, no more then 1/3 of your troop space of one unit type. No more all HT or RPG attacks.
It is just about as bad of an idea for tactics. You will know they got tactic balance right when a wide range of every tactic is used voluntarily. Not by everyone, but overall. Same with planes and troops.
The problem there is that not only is it hard to do balance in general, but Nexon in particular balances things with a sledgehammer instead of a fine brush.
Sabotage, betrayal and protect ruled the roost for a while. Then their space doubled. Then they were somewhat arbitrarily modified when moved back, such that protect is worthless, and sabotage and betrayal are situationally useful.
Decoy started out kind of lame, including causing lag for many. When sabotage was nerfed, and lag was sort of fixed, everyone went to using it, despite not being any stronger than before, only better by comparison. Then they made it even stronger with a Uni leader. Then they crushed it to near uselessness overnight.
Barrage and demolition have never been very useful after the early ages. Heal has always been situational - good for heavies, not worthwhile for every army mix.
Assault rally was introduced very powerful, but each upgrade weakens it for now, so that helps. Once they fix that, it will probably get nerfed too. But hopefully they will tweak numbers a little more carefully, so that it ends up in balance with sabotage and betrayal for value, and reexamine protect, decoy, barrage and demolition to make them more competitive.
You will know they have succeeded when we start using a good mix of tactics without being forced.
