In a recent war an opponent used three coalitions against us despite being only gunpowder age... can this be done legit?

level 4 embassy give you 3 coalitions which you can get at IA

gunpowerder age should only be level 2 embassy and 2 coalitions

A member of our alliance has sent a screenie to CS...I am wondering if there was ever an offer to upgrade your embassy for $ or another way this could be possible.
