Unlock Ballista in Iron Age

I just slogged through Iron Age, and I got to say, you're pretty helpless against horsemen until you unlock Ballista. If they were a Classical Age unit, I would have no issue, but having no counter to the dominant strategy seems a bit silly to me.

Their iron age counter is walls. Encase your defensive structures in tier 3 walls and horsemen can't really last long enough as a distraction to help much.
