War base Different Level to Home Base - Bug?

Checking on war bases in my alliance I have fiund one player has a war base at level 57 Industrial but their home base is 95 Industrial. Is this a glitch?

I noticed in last war their war base was level 55 and thought they had somehow jumped 40 levels after war before realising it was the two different bases.

Anyone come across this one?

Saw many times before...
I think it comes from the fact when a member has an obsolete war map (was not active in WW for longer time) which was valid some 2-3 months ago - and is included in war now. During the planning day he might update his war base but then on the war day it will have the same level as his home base.

I have been trying to get him to repair his war base but he will not listen. Co-leader has taken him in to war again and he's doing quite well but his base isn't!
